Manager, Campaign Creative and Content, Government Affairs and Public Policy

Minimum qualifications:

  • Bachelor's degree or equivalent practical experience.
  • 10 years of experience in creative content direction, digital advocacy, public affairs, political campaign strategy, or agency creative/account management.
  • Experience guiding digital media and distribution strategies (paid or organic) targeted at policy audiences, civic leaders, or key opinion formers.
  • Experience directing external creative, design, or production agencies from concept to delivery.

Preferred qualifications:

  • Experience with technology or regulatory policy.
  • Proven track record leading digital, creative, or media strategy within high-stakes political campaigns, public affairs consultancies, government bodies, or advocacy organizations with sharp instincts for what moves policy decision-makers and media.
  • Demonstrated success commissioning or producing non-traditional policy content such as interactive data models, explainer series, or digital-first advocacy platforms that simplify dense subjects without compromising intellectual depth.
  • Deep fluency across modern digital distribution levers, including audience targeting, sponsored partnerships, co-branded editorial formats, and message testing methodologies in competitive policy environments.

Google’s Government Affairs and Public Policy (GAPP) team is seeking an exceptional creative and media strategist to serve as our central content engine across major global advocacy initiatives. In this role, you will act as a primary creative translator—transforming complex technical, legal, and economic topics into compelling creative formats, clear digital narratives, and smart distribution strategies that resonate with policymakers, civic leaders, and key opinion formers.

You will understand what influences decision-makers and the broader media and cultural landscape. You will bring creative goals, media literacy, and tactical instincts to help Google cut through a fragmented information ecosystem. To succeed, you pair sharp political and corporate acumen with the ability to navigate ambiguous, fast-moving environments, pilot new formats, and build scalable creative playbooks where none exist.

Individual pay is determined by factors including job-related skills, experience, and relevant education or training.

US: $181000 - $247000 (USD) + 20% bonus target + equity + benefits

Responsibilities

  • Distill dense policy positions, economic research, and regulatory arguments into accessible, narratives across digital, visual, and non-traditional formats (e.g., interactive data visualizations, explainers, and short-form video).
  • Develop and oversee targeted digital distribution strategies across paid and organic channels to support Google’s policy objectives; guide partner-led media plans and craft innovative distribution partnerships with external publishers and platforms.
  • Serve as the central creative and content advisor across global issue portfolios; define creative benchmarks, establish measurement frameworks, and build modular asset toolkits that regional teams can adapt locally.
  • Direct external creative, design, media-buying, and production agencies from concept through final delivery, managing production timelines, scopes, and budgets.
