Strategic Negotiator, Economic Development, Google Data Centers

Minimum qualifications:

  • Bachelor's degree in Business, Economics, Finance, Public Policy, Real Estate, Law, or equivalent practical experience.
  • 10 years of experience in site selection, economic development, corporate real estate, tax incentive structuring, or commercial contract negotiation within a corporate or consulting environment.

Preferred qualifications:

  • Experience leading and closing economic development agreements for hyper-scale data centers, clean energy mega-projects, or industrial facilities.
  • Experience presenting to and negotiating directly with elected officials, economic development authorities, and regulatory bodies in contentious or highly engaged markets.
  • Demonstrated ability to drive consensus across cross-functional executive stakeholders, resolve ambiguous multi-variable issues, and translate business requirements into binding contractual terms.
  • Willingness and ability to travel up to 25% for direct high-level negotiations, public hearings, and site-level stakeholder engagements.
  • Deep mastery of statutory and discretionary incentives, indirect taxes (sales, use, property), PILOTs, and legislative policy design.

As Google's products and services scale the globe, the Strategic Negotiation team works behind the scenes to secure infrastructure for Google's future -- everything from underwater cables to physical data center space. As a Strategic Negotiator, you combine your deep market knowledge of a given sector with tech industry savvy to negotiate cost-effective solutions to support Google's infrastructure growth. You'll work with specific project teams on negotiating deals, managing vendor and partner relationships and presenting deal recommendations to our Tech leadership. Your successful negotiations have the potential to save Google millions of dollars in operating costs and impact every part of the business.

As a Strategic Negotiator on the Economic Development team, you will drive the overarching economic development and tax incentive strategy essential to scaling Google’s global technical infrastructure. Our team structures high-value statutory agreements, pioneers innovative incentive frameworks, and establishes deep community partnerships that enable Google's hyper-scale data centers to deploy, expand, and operate sustainably worldwide.

In this role, you will take ownership of Google's most complex, high-visibility, and precedent-setting negotiations. You will lead cross-functional teams through statutory due diligence, direct engagement with high-level government officials, and the structuring of multi-decade agreements. Leveraging deep mastery of economic development policy, indirect taxes, and public-private partnerships, you will influence executive decision-making, optimize portfolio Total Cost of Ownership (TCO), mitigate political and compliance risks, and mentor fellow negotiators across the organization.

Responsibilities

  • Work with internal and external technical teams to identify, define, and pursue new site expansion projects and initiatives necessary to meet Google's ongoing data center needs, including the procurement of infrastructure for existing and new sites.
  • Serve as a commercial liaison between vendors and internal stakeholders. Develop and work on regional or market segment strategy for long-term infrastructure development programs. Influence third-party strategy at the executive level.
  • Manage confidential projects with awareness of value and timing, and actively contribute to development of overall project plans.
  • Discuss all types of agreements with all types of vendors within a domain. Lead the development of agreements with vendors, landowners, and key suppliers for space and utility services.
  • Develop and implement metrics for mapping, tracking, and lead a broad range of portfolio management issues regarding site/infrastructure development.
